NEW DELHI, 11th August 2205: Early success in meeting India’s 20% ethanol blending target years ahead of schedule has put the country’s auto industry and fuel suppliers on track for the next wave of biofuels. Just a few days ago, Union Minister for Petroleum and Natural Gas Hardeep Singh Puri praised the achievement, citing close collaboration among automakers, oil companies, and policymakers.
He announced plans to increase ethanol blends to 25-30%, expand second-generation (2G) ethanol from agricultural residues, and create a domestic SAF ecosystem in line with aviation’s decarbonisation goals. At the Society of Indian Automobile Manufacturers (SIAM) biofuels conference, industry leaders and policymakers framed the E20 milestone as a launchpad for higher blends, advanced fuels, and sustainable aviation fuel (SAF) production. Automotive executives emphasise the importance of aligning fuel rollouts with vehicle readiness for efficiency and consumer acceptance. Some manufacturers suggest that India could set a global standard for flex-fuel vehicle technology if this synergy is achieved.
Speakers connected the dots between passenger cars, heavy transport, city gas and aviation. Indraprastha Gas’s Kamal Kishore Chatiwal suggested India target 10% biogas infusion into CNG by 2030, while industry and government speakers highlighted emerging trends such as trials in sweet sorghum and residue conversion to reduce pressure on food crops. During the event, Brazil’s guest speaker emphasised the importance of regulatory predictability and diverse pathways in scaling up ethanol, providing valuable insights for India as it pursues E25-E30 targets. Meanwhile, oil companies announced new capacity additions, while sugar companies shared their plans.⁣ Mills and grain processors advocated for long-term policy support. Sugar industry leader Niraj Shirgaokar noted ₹40,000 crore invested in ethanol distilleries since 2014, urging a phased rise to E25, E27, and E30 levels. Rajnath Ram of NITI Aayog described the achievement as strategic, saying, “India’s E20 achievement is not only a fuel policy but a strategic energy security measure,” and adding that no abnormal wear had been observed in vehicles running on E20 for up to 1 lakh kilometres. Honda’s Ryuta Niimura described bioethanol as “carbon-neutral fuel that benefits customers, the environment, and industry,” while R.S. Sachdeva from VE Commercial Vehicles called for stronger cross-sector collaboration.
The “Developing Advanced Biofuels” and “Sustainable Feedstock for Atmanirbhar Biofuel Production” sessions focused on 2G ethanol, compressed biogas, and feedstock diversification, with Aswani Srivastava of the sugar division highlighting India’s 1,822 crore litres of biofuel production capacity and emphasising that feedstock availability is “the backbone of the sector”. Technical sessions included engine testing, lifecycle emissions, and feedstock diversification. According to experts, the majority of new passenger vehicles are E20-compliant, but higher blends will necessitate a more gradual rollout. Aswani Srivastava cited India’s 1,822 crore litres of annual biofuel capacity, emphasising that feedstock availability remains the sector’s backbone. The discussion extended beyond road transport. Indraprastha Gas Ltd.’s Kamal Kishore Chatiwal proposed blending 10% biogas into the city gas network by 2030. International speakers from Brazil shared how regulatory stability and diversified production pathways helped their ethanol sector scale—lessons India is keen to adapt for higher blends.
Food and Public Distribution Secretary Sanjeev Chopra credited the 2018 National Biofuel Policy as “the heartbeat” of the shift, noting India has achieved in 2025 what was once a 2030 goal. Technical sessions detailed engine testing, fuel standards, and lifecycle emissions, with Rajnath Ram from NITI Aayog framing E20 as a “strategic energy security measure” and reporting no abnormal wear in vehicles running on E20 for up to 1 lakh kilometres. Speakers at the SIAM event emphasised that the challenge now lies in ensuring compatibility between vehicles and fuels while maintaining supply security. Oil marketing companies detailed capacity expansion plans, while sugar mills and grain processors sought predictable, long-term policy signals to justify investments. The Bureau of Indian Standards and other technical bodies are working on specifications to ensure quality, stability, and engine safety for higher blends. The technical and standards panels at the conference delved into the details.
The “Ethanol Blending Programme: Beyond E20” session, chaired by Hyundai’s Puneet Anand, noted that most new passenger vehicles are now fully E20 compliant but warned that higher blends necessitate meticulous planning. Experts from Ricardo, BIS, PPAC, and DST discussed engine testing, fuel system standards, and lifecycle emissions. Overall, the message at SIAM’s conference was that E20 is a starting point rather than an end point: vehicle manufacturers are working to ensure compatibility, oil companies and mills are investing in capacity, standards bodies are developing specifications, and policy signals aim to keep feedstock and finance flowing. The result, if managed carefully, could be sizeable energy security gains, rural income benefits and meaningful transport emission reductions — with Sustainable Aviation Fuel and other low-carbon fuels next in line on the policy agenda.
